CVXPy visitors for logic expressions.

Visitors: All, Any, Cond

Registers the logic AST nodes for CVXPy, but every one raises NotImplementedError: boolean reductions (All, Any) and conditional branching (Cond) are non-convex and have no disciplined-convex encoding. The visitors exist so that misusing a logic node in a convex constraint fails with a message pointing at the JAX backend rather than an opaque dispatch error.
